Frostheim is a fortified hall-town of 6,000 souls, raised from ice and timber and kept alive by Aether-heated forges. It is the largest and most populous town of the Jötnar Clans of Glacithar, and each autumn it hosts the Thing of Frostheim.
Trade
Frostheim’s Aetheric Runestones and Icewolf Pelts travel south to the nations of Roh-ber, and goods flow back in return: - Sylvaris sends spices, vegetables, fruit and meats. - Aurumhold sends gold, gems, rare materials and metals. - Tidegate sends ships and trade services.
The Great Hall
At the heart of Frostheim stands the Great Hall, where tribal warriors guard an Ebon Scale. Both the Ouroboros Cult and the Ravus Empire have their eyes on it.
Leadership
Grand Jarl Thrain Ironfist (human fighter) holds Glacithar together, balancing trade against defense. He seeks out Scales to gift to the Triad, hoping to curry its favor.
High Skald Eir Frostwhisper (human bard) is Freyaul’s prophet. Her visions warn of the Eboncrater.
Council of Jarls
Three jarls sit beside Thrain at the Thing of Frostheim, and they rarely agree: - Hrothgar Icevein of Skaldfjord (human barbarian) leads its raiders. He is reckless, and his ways risk alliances with the Order. - Sigrid Stoneaxe of Frostgard (human artificer) leads its smiths. She is secretive, and she distrusts Hrothgar. - Bjorn Windhowl of Vindholme (human ranger) leads its hunters. He is devout to Freyaul and aligns with the Triad.

Mechanics and encounters
- Council intrigue: Mediating disputes (DC 16 Persuasion) earns Thrain’s favor (1,000 gp or a runed shield, +1 AC). Failure risks Hrothgar aiding the Order.
- Plot hook: Thrain tasks the party with exposing Lir the Trader (changeling rogue), an Order spy. Success grants the Ebon Scale for the Eboncrater’s ritual. Failure sabotages a Tidegate caravan, escalating tensions with Ravus.
